The legal counsel for the North Dakota Board of Higher Education says there is no evidence to support claims that the board or chancellor violated open meeting laws. In a report to board members NDUS General Counsel Clair Holloway recommends the board review and develop policy changes in regards to open meetings moving forward. Holloway says there was one conference call that could be in question and the board should provide an agenda and minutes to ensure compliance. The analysis says a lot of the allegation leveled against the board and chancellor is factually incorrect. The outline also says many of the complaints do not involve violations of law or policy. Chancellor Shirvani says it's time to put the issue behind the board and move forward.
