An East Grand Forks woman is hoping to enlist the services of some Grand Forks County residents in launching a shared parenting initiative similar to one approved earlier this month in Walsh County.  Alicia Midstokke says she can help with the campaign but cannot actually circulate petitions since she lives in Minnesota.   Midstokke says she’s targetin Grand Forks County because her own family situation is bound by court actions on the North Dakotaside of the river.  The Walsh County measure establishes equal parenting rights for divorced or separated couples as long as both are determined to be fit parents.  The measure passed with 66-percent approval.  Midstokke says 30-percent of marriages in North Dakota end in divorce and often children are caught in the middle
