A Grand Forks Representative says he’s roughed out a bill for the 2013 Legislative Session that would grant a refund to North Dakotans for overpayment of taxes. State Representative Eliot Glassheim says every North Dakotan would receive a 400 dollar refund or rebate under his plan. Glassheim says it makes sense given the state’s budget surplus. The District 18 Democrat says the state's excess money should be returned to those who have been paying it. Glassheim says the refund would target adults who have lived in North Dakota for at least one year.
