North Dakota’s unemployment rate dropped even further in September to two-point-four percent.  That compares to two-eight in August and two-point-nine one year ago.   Job service analyst Michael Ziesch says despite having the lowest rate in the nation pending layoffs at LM Windpower and Ecolab in Grand Forks show the state is not immune to outside factors.  Ziesch says the pending layoffs by the two companies was a business decision separate from local or state influence.   The national jobless rate is around seven-point-eight percent.
