The latest budget numbers show the proposed 2011 spending plan for east grand forks calls for a 4.2 percent levy increase next year. That''s down from the eight-percent mark the city started with back in late August. City Adminsitrator Scott Huizenga says it''s been a battle trying to restore lost dollars due to cuts in LGA while providing tax relief to homeowners. Final approval of the budget is expected December 7th.
