grand forks utility rates would climb next year under a budget recommendation presented to the city council. The proposed 2014 spending plan would hold the city’s mill levy steady but calls for a bump in water…wastewater…and trash collection services. utility rates for the average residential user would climb seven-and-a-quarter percent – or four-dollars-59 cents per month. That would push the bill for the user of four-thousand gallons of water to just over 68 dollars per month. All facets of the utility bill would go up with the exception of charges levied for greenway maintenance and mosquito spraying. The council will consider the proposed budget in august with final approval coming in September.
