Grand forks county will move forward and certify the school district’s budget for the current school year.  Grand forks resident c-t marhula appeared before the county board last month and questioned whether the district had the authority to levy more than ten mills in its building fund.   marhula says he could not find the documentation to support the action.  School business manager Vicky swartz told k-n-o-x news that an unlimited levy was approved by voters twice in the 1960’s.   Schwartz says the school district’s legal counsel has researched the question and forwarded its response to the county.   school districts have the ability to levy up to 20 mills in the building fund with voter approval.   Commissioner john Schmisek tellsk-n-o-x the states attorney’s office also reviewed the matter and recommends the county proceed.   The district has 13-point-six  mills earmarked in the building fund for the 2013-14 budget.
