Grand Forks Mayor Mike Brown broke a three-three council tie tonight against an expanded recycling program for the city. The council has been moving towards the purchase of 60 and 90 gallon bins for homeowners to place their cardboard...cans...and glass containers in. Brown says the city already has a recycling program in place and he couldn't justify the extra costs of an expanded program right now. Council members Hal Gershman...Brett Weber...and Tyrone Grandstrand voted in favor of an expanded program. Council members Dana Sande...Doug Christensen...and Terry Bjerke cast no votes.
