An attorney general’s opinion may be sought to resolve a 1994 agreement to annex a south side neighborhood known as shadyridge estates into grand forks. The agreement calls for the annexation to take place on january first (2014). some homeowners want the deal delayed. City attorney howard swanson says the council has the power to approve the agreement but not prevent the annexation.
Council president hal gershman expressed concern that the opinion could open a can of worms for the neighborhood -- including requiring homeowners to retroactively pay property taxes going back 17 years.
The city’s finance committee delayed action on the annexation request for two weeks to allow homeowners time to discuss how they want to proceed.
