Grand forks has a new city administrator…and the name is familiar around city hall. Public works director todd feland has been appointed to the post left vacant by the recent retirement of rick duquette. Mayor mike brown and an assessment committee interviewed four finalists for the job this week. That list included two internal and two external candidates. Brown says feland possesses the executive experience and strategic thinking that will serve the city well. The Mandan native moved to grand forks in 1997. he is a graduate of the university of north Dakota – holding a masters in public administration. feland will assume his new duties November 5th.
