A consultant is recommending East Grand Forks fine-tune its costs analysis with new methodology before deciding whether to upgrade its leaking lagoon system or adopt an interconnect project with Grand Forks. MSA Professional Services Vice-President Gil Hantzsch says if the cost of the two alternatives are within ten-percent then non-monetary benefits of interconnection with Grand Forks appear to outweigh those of upgrading the East Grand Forks pond system. Hantzsch says while the recommendation suggests the city make a decision based on a 20-year present value analysis the liklihood of pond technology being viable for the next 50 years appears remote. The report was forwarded to city leaders this week.
