East grand forks will utilize the services of an outside attorney to help recover an e-d-h-a loan that dates back to 1999. the city recently learned that a510-thousand dollar loan to boardwalk enterprises has gone unpaid. The city has hired fargo attorney brad Sinclair to assist in recouping the dollars. councilman greg leigh says the move will help remove any potential conflict of interest. Sinclair has a background in banking…real estate…construction liens…landlord / tenant disputes…and foreclosure actions. Former e-d-h-a director jim richter was placed on admininistrative leave shortly after the loan was discovered. He has since retired from that post.
